Have you try in VFO A or VFO B?

In VFO B, outside of Ham, there is no "MNU 28".

Try in VFO A, in 144 or 440 MHz, and now, goto MNU, and you will find Menu 29.
In VFO B, for exemple in 470MHz the Menu ups from MNU28 to MNU30 :)
