The resolution concerning the agreement between local chapters and WMF

The agreement proper was essentially drafted by the local chapters 
coordinator, Delphine Ménard, the UK chapter, Alison Wheeler and our GC, 
Brad Patrick.

That's a good step !

A few comments

* http://wikimediafoundation.org/wiki/Local_chapters needs update
**for example, it still refers to Serbian chapter as S&M chapter
**≤small>and the UK chapter is not mentionned</small>

* At the board retreat, guidelines for chapter creation were drafted, 
but the draft was never finalized. The board agreed to have the 
guidelines validated asap, but can not do it until the guidelines are 
actually put down on paper (well, wiki). So, there are still no 
guidelines for creation. Can the chapter committee give us a date when 
the guidelines will be ready ?

* There is still pending an agreement for commercial use of the 
trademarks by the chapters. Let us be realistic, it should not be 
expected before a while, because commercial use of the trademarks in 
general first need to be analysed and assessed. Let's talk about it in a 
couple of months when the work on trademarks themselves is basically done.
