Based on a excelent email by rich walsh I created a updated version of 
PIN.EXE and PPDENC.EXE

it can be found at:

This file contains 2 updated utilities:

PIN.EXE:
1 It uses larger internal buffers ( again ) to support large PPD files
2 It now support up to 100 entries in UI Blocks ( instead of 30 )
3 It will ignore 'empty' resolution settings e.g.
   *Resolution None/Automatic: ""

fixes:
1: CUPS comes with huge PPD files compared to the IBM supplied ones
2: Newer printers support a enourmous range of paper formats, especialy 
foto printers
3: This caused the devide by zero error when having a default resolution 
of None

PPDENC.EXE:
1: Now supports UTF-8 ( only the first 255 characters of th charset ) 
this is
    sufficient for most PPD's supplied by CUPS.
