I managed  to convince James to merge the autoconf configuration, so
now it should be easier for you to build OpenVPN even for VC, if you
have a problem, please send a patch.
The VC configuration includes config-win32.h which is generated using:
$ autoreconf -i -v -f
$ ./configure
