This download (without the spaces around the "+") works fine, but the code that once was contained in there has become outdated and obsolete. If you had looked at the content of the file you would have noticed the README file (it's the only file in the tarball), thus now knew about the madwifi-hal-0.10.5.6 branch and the related snapshot(s).
