Similarly, I wish for many things in my life but they don't seem to be 
happening either... It might help if the method you were using was 
given. Are you setting the power in the transmit descriptor?

The HAL TPC setting appears to be unrelated to per-packet power setting, 
but rather is concerned with regulatory requirements in the 5GHz band 
separate to this.
 Further, I believe the implementation in the HAL is a poor one.
