Subject: how to set tpc for per packet transmission

hi all, I wanted to change the transmission power with every packet that i transmit in madwifi-0.9.4.But it seems that the change in power is not taking place as the received rssi values are not different for different power levels.Please tell me where and what changes should I make regarding TPC setting to allow per packet power changes transmission to be allowed.
