Subject: Bug#528235: dh_auto_configure: please add --skipdeps for perl packages with Module::Install

found 528235 7.2.12
thanks

So it's not as simple as just unconditionally adding the option. (#528647)

Before I jump into another half-thought-out fix, is there any
chance that Module::Install could be fixed to not need
--skipdeps on Debian, or given a way to disable the behavior
that can be passed into any Makefile.PL? (Perhaps an env var?)

I have doubts about relying on the location of a filename to
determine if Module::Install is used. The file could exist,
be cruft, and Module::Install not really be used, or it could
easily exist in a slightly different location. Checking if
Module::Install is use'd in the Makefile.PL is likewise prone
to both false positives and negatives.
