Ah, it looks like the new version of Perl finally fixes the long-standing
bug that causes these empty directories to be created.

The best fix is probably to switch to the new way of invoking Makefile.PL
so that the directory isn't created in the first place with the current
version of Perl.  I bet a ton of our packages have this problem.
