In draft-13, I actually had (simplifying slightly, because there were also RFC 2231 complications): parameter = [CFWS] token [CFWS] "=" value value = [CFWS] token [CFWS] / quoted-string (again, not normatively) But I was forbidden from having that stuff incorporated into USEFOR.
