These reflect the two sets of data changes circulated late last month on the time zone mailing list by Paul Eggert; they also reflect a fencepost error fix in zic.c and changes to zic.c and the "europe" file to minimize differences between output produced by the old 32-bit zic and the new 64-bit version.
