OGR (part of GDAL) will do this for you. I don't have any GRASS vector file at 
hand, but with a shapefile, it works. You might want to have a look at 
ogr2ogr's myriad options.

$ ogr2ogr -f CSV output world.shp world
$ head -n 10 output/world.csv
