Subject: PATCH: remove unused Product Configuration settings from struts configuration

This patch removes cruft from the application-wide struts configuration left over from the Mifos "M1" days. Neither class PrdConfigurationAction nor PrdConfigurationActionForm exist any longer, so form-beans and action mappings associated with these classes should be deleted.
I noticed this when wrapping up work on the lateness/dormancy configuration story.
