As are citizens of Argentina, but only if you don't recognize a
distinction between North & South America; which some don't. Ever
heard of Eurafrasia?

If you count them separately, then citizens of both United States of
America and Canada can be called "North Americans", but citizens of
Canada are not "Americans" anymore than citizens of Argentina are.
