You could try the following:

1. switch to a real server OS like Linux ;)
2. update to OpenCms 7.0.5, for PostgreSQL they upgraded a lot in this
release, maybe this goes for MySQL as well
3. find a way to increase the amount of concurrently opened sockets for
Windows Server 2003 (I could only tell you for Linux)
